Meet Andre Rucks

Andre Rucks is a proud El Dorado native, devoted husband to LaTashia Rucks, and a family man at heart, with 10 children and 9 grandchildren. His life is deeply rooted in faith, service, and a commitment to the people of his community.

A graduate of El Dorado High School, Andre earned his Bachelor’s Degree in Business Administration from Southern Arkansas University and is currently pursuing graduate studies in Public Administration. He has also completed leadership training through the Edward Coleman Leadership Institute and the Union County Chamber of Commerce Leadership Class, equipping him with both practical and strategic insight.

Professionally, Andre brings a diverse background as an entrepreneur and public servant. His work spans roles as an independent bail bonds agent, state contract courier, process server, and referee for semi-professional and youth basketball. He is also active in land acquisition and real estate investment, giving him a well-rounded understanding of business and community development.

Andre and his family are active members of Mt. Calvary Missionary Baptist Church under Pastor John W. Elliott, where he serves as a Men’s Sunday School Teacher and former Youth Director. In 2026, he answered his call to ministry and preached his first sermon, further deepening his commitment to faith-led leadership.

Currently serving his third term as City Councilman for Ward 3 in El Dorado, Andre is known for being accessible, dependable, and results-driven. His service has made a tangible impact, including helping more than 150 individuals have their records expunged at no cost, creating real second chances for members of the community.

His leadership extends beyond elected office through past service as NAACP President, involvement with the STAND Foundation, membership in Kappa Alpha Psi Fraternity, Inc., and ongoing mentorship of young African American men. He is passionate about advocacy, education, and creating opportunities for those who need it most.

While he has received honors such as NAACP Person of the Year (2025), Humanitarian of the Year (2025), and Community Leader of the Year, Andre considers his faith in Jesus Christ to be his greatest accomplishment.

Above all, Andre believes leadership is about showing up, listening, and doing what is needed to move El Dorado forward.
